The i-Tree Storm Damage Assessment Protocol Utility establishes a standard method to assess widespread damage immediately after a severe storm in a simple, credible, and efficient manner. I haven't used or tried this software (unlike 95% of the other stuff on the HHWQ blog site) and the the i-Tree site looks a bit tree-huggerish, but this looks like a good tool.
